The U.S. does not screen refugees for HIV

In October 2009, The New York Times explained President Obama’s rationale for the
rule change, which applied to all foreign visitors as well as permanent and temporary
immigrants.  President Obama on Friday announced the end of a 22-year ban on travel
to the United States by people who had tested positive for the virus that causes AIDS,
fulfilling a promise to gay advocates and acting to eliminate a restriction he said was
‘rooted in fear rather than fact’, the Times reported.
If we want to be a global leader in combating H.I.V./AIDS, we need to act like it.
Now, we talk about reducing the stigma of this disease, yet we’ve treated a visitor living
with it as a threat, Obama said, according to the Times.  The Times also reported that
Secretary of State John Kerry, at the time a senator from Massachusetts, said, it sure took
a long time to get here.  source
